Win-RAR is one option, you can find it here.I was almost sure I saw a downloadable client off the FFXI website at one point - I remember it completely shocked me. I'll try checking around really quick and updating if I find it. Edit: If all else fails, they also have a new version of the client on sale in retail, you can get FFXI, Rise of the Zilhart and Chains of Promathia on one DVD for around $30. Don't forget - even if you download the original FFXI client and register both expansions via playonline - you STILL have to download and install the content in order to access the new quests and areas.

alcatos T_T
OH and one more thing. If you use a downloadable client, won't he needs the installation keys to register the expansion packs?
and he also has to remember his POL id and all that other rot... i hope you wrote all that other stuff down, or still have it somewhere

Yes, you will need the keys for installation, but if you still have your manual or registration card then you're ok. Otherwise... you're stuck having to buy a new version of the client. If you don't have the registration keys, don't panic! As long as you still remember your POL login, you can still access your old account and all of your character data (your macros and screenshots are toast either way, unfortunately.)
Just to elaborate on what I said above about having to install the expansion content - if you DO get a downloadable client for FFXI (or find one from somewhere else, like a borrowed original install disc,) you are still required to install the content from each individual expansion pack in order to access the content.
To clarify, I have two registered clients... one for my PS2 (FFXI + RoZ,) and one for PC (FFXI + RoZ + CoP). Now, I can access both accounts on EITHER system with no problem - but since there is no Chains of Promathia data installed on my PS2, I'm unable to access the expansion content even though it's a legitimately registered key.
Try finding downloads for both expansion discs if you can, or you may need to buy the retail version anyway.

roflmao bs, u dork, of course he doesn´t need a new pol key, he´s just making a new installation, he´s not making a new account pol key = making account pol installation = setting up the game why would he need a new key to set up the game? if that was true, everytime u reinstalled pol u´d have to buy a new game all he needs is his pol id and his password, he only need registration key to make mules now, and expansions are registered to your account and not your installation, or else all u had to do is buy one expansion, install on your comp and everybody else who played on it would have CoP access, and it´s not like that same thing would happen if u owned both ps2 and pc, u´d have to buy 2 copies of the game, which u don´t lol, just buy ps2 and borrow the install cds for pc from someone, u´re up and running without the double cost and if Alc doesn´t remember his pol id, I can refresh his memory lol, want me to post it here Alc?

lmao, np, if u need more u know where to find me hey, I dunno if I still have the cd isos, cause when I first installed the game, since my brother bought it to me in US and I am in Brazil, he had to send me via ICQ all the iso files for the cds, I doubt I have it though, I think I only do CoP, cause when I bought mine, I msitakely bought the ps2 version, and sent it to Vicious home, so he gave me the key, I registered and he sent me the isos cause he owned the pc version but I got the original cds now, my bro brought them when he came home during his vacation, if the torrent thing doesn´t work I can send the iso to u on icq if u want, but then u gonna have to bend over to me big time lol

You don't need a new key to set up the game, unless you no longer have your old ones. You don't need to re-register the key with your play-online account, some versions of the installer require that you enter the key during the installation process.
To access the account, yes. To install the game, that depends on what version of the installer you're using. I know for a fact that when I had to do a fresh-install on FFXI after the same thing happened to me just before I left, I had to type the registration keys during the installation process. I was using the new DVD version I had mentioned. The key verification is most likely just a safegaurd, it wouldn't have any impact on your being able to access the account via POL as, like you said, the installer doesn't register it... POL does.
Please read what I posted before dismissing it, I think you missed the point. The reason I used the example of my PS2 and PC version was to show that you can access an account with the expansions registered on ANY client, but if the data isn't there - you still won't be able to use it in game. In fact, if you try to do so - FFXI will give you a warning message upon starting the game that tells you exactly this.
All you have to do is install the data and you're good to go, as you stated. Which means that you still need to either a) borrow the discs from someone else, b) find the isos for the expansion discs online, or c) buy the retail copy of the game.
There's no need to get an attitude about it or start shooting someone elses' posts down, if you take the time to read it you'll see that we're both saying the same thing in a different way.
