So if you liked the first Fantastic 4, well, you're probably about 7 years old, and aren't really into the concept of things like "plot" yet.
If you're thinking of seeing the 2nd one, for no other reason than to go see the Silver Surfer, don't worry, all the cool Silver Surfer scenes were turned into trailers. Watch the 2 Silver Surfer scenes on youtube, and you have your fill.
The sequel wasn't quite as plot lacking as the first, but it was still pretty generally bad. At least in the first one, they tried to develop the character's personality. In the second one, all the dialog was so cliche. It seemed like a frickin cartoon. Not quite as bad as Batman and Robin, but still not very interesting.
I'm not going to sit here and list all the specific reason why this movie was so bad, but trust me, it didn't much improve from the first one, where for no apparent reason Dr. Doom just decided he had to kill the Fantastic Four.
One more note: Hollywood tries to play off people as being super genious's by giving that person the ability to solve any problem/answer any question instantly. The REAL brilliant people in society, aren't like that. They beat their head against the desk first

then they take something really complicated, and they break it down into a simple problem. They don't look at coordinates and go "oh well the Silver Surfer is appearing all over the planet and his appearances match an equation, so therefore he will be at x coordinates at this time."
A good way to pull off something like that would to be to bring up a globe and see if it forms a shape or a type of curved line and try to do a fit.
Edit: With the millions of dollars being poured into that movie, you think it would make sense to hire a good writer, and have a target audience review the script. It would actually give them more profit in the long run. But the crew making those movies obviously isn't doing that
